"Authority" - municipality, local council, regional council
The arrangement of the license and the payment of the royalties as detailed below grants permission to publicly perform protected works from the ACUM repertoire at events and show performances organized by the authority, which take place in the area of jurisdiction for the welfare of all residents.
Main conditions in the license to the Authority:
1. Annual per capita payment: The authority must pay an annual payment for free events or events with an entrance fee up to 30 NIS (including VAT) per ticket per person according to the socio-economic cluster of the authority and subject to the total number of residents of the authority, according to the latest publication of the CBS. Payment will be made by June 30 of each calendar year.

2. Payment for each event/show/party with an entrance fee in excess of NIS 30 (including VAT) per ticket :
Paid event/show/party is an event/show/party for which at least one entrance ticket sold for the event exceeded NIS 30 per person.
- Reporting in advance: The authority must report to ACUM in a monthly and centralized manner, by the 24th of each month, on each paid event/show/party that will be held in the following month and the relevant details for each show. The report must be made through the online system of ACUM using the following link: https://nocs.acum.org.il/performances-site/auth/login (in Hebrew only)
- Completing a report on thesize of audience and a list of the performed works: The Authority must complete a report in a monthly and centralized manner, by the 24th of each month, where in relation to each paid show/party that took place in the past month, it will report the size of audience that was actually present at each show/party and the list of works performed. To the extent that the authority does not complete such a report, the royalties will be calculated according to the maximum amount of audience and/or the percentage of fully protected material (100%).
- Payment dates: The Authority will pay royalties for each paid show and paid party in a centralized manner, once a month, under current payment conditions + 21

- Operating discount for a paid show/party: An authority that will sign the license agreement and comply with its conditions, including on time reporting of a paid event/show/party and on time payment of the license fee, will be granted an operating discount of 20% of the relevant license fee for each relevant event/show/party
- Shows of third parties: In relation to all the events of third parties (which are not events of the authority/municipality, and are not covered under the license) that take place in the premises of the municipality, the municipality will submit an orderly report by the 24th of each month regarding the events of the following month, and this through the online system of ACUM. The authority must not allow third-party events to take place, unless it has received confirmation from ACUM through the online system of the existence of a license arranged prior to the event
The above does not constitute a license but a summary of the terms of the license. The license to be granted to the user may include additional conditions.
The Authority will be granted a 20% discount on the "per-capita rate" for the year 2024 if the Authority signs the license agreement and pays the per-capita rate for 2024 until December 31st, 2024.
Clarification: An authority that does not wish to sign a blanket agreement may arrange for a separate specific license for each event in which music is played, in advance before the event, and it will pay royalties in accordance with ACUM rates for each type of use
For example: For a free performance held by the authority, a license will be arranged in advance and royalties will be paid according to the ACUM's shows/plays/concerts rate; for a public performance in classes in community centers or at afternoons, it will be regulated according to ACUM's rate for music in classes, and so on.
General Conditions:
- The above tariffs are published by ACUM Ltd- the Authors, Composers & Music Publishers Society in Israel (hereinafter “ACUM”). The rates are determined at ACUM’s discretion and exclusive responsibility.
- These tariffs do not constitute license to use works from ACUM repertoire. To obtain a license, the client has to apply to ACUM in writing and prior the beginning of the usage of the work.
- The final license fees are calculated according to data and parameters relevant to each client. Any applicant for a license undertakes to provide ACUM with any information required for the calculation of feasible and appropriated license fees.
- ACUM reserves the right to change the tariffs from time to time.
- In case of contradiction between any terms of the published tariffs and those on the license agreed and signed by the licensee, the content of this license shall take precedence.
- The sums detailed on the tariffs do not include Value Added Tax (VAT). VAT will be added to any payment according to its legal rate, against a tax invoice as required by law.
- All the above is subject to the terms applicable to ACUM according to the determinations of the Competition Tribunal.
